Steps to take for Medicare Enrollment & GM Hourly Placement Process

Medicare Enrollment 

Enrolling in Medicare coverage can be confusing. Below is information you need to know, and steps that you need to take.

If you, your spouse, or your disabled children, are already enrolled in Medicare Parts A & B, regardless of age, there is nothing that you need to do at this time.


If you or your spouse are age 65 or older, or your children are disabled, and not enrolled in both Medicare Parts A & B, you will want to begin your Medicare enrollment before your retirement date.


It is important to enroll in Medicare as soon as you can. If you are retiring as a UAW represented GM employee, your medical coverage may be provided by the UAW Retiree Medical Benefits Trust. To have Medicare as your primary payer for medical services, you will need to be enrolled in Medicare Parts A & B. If you are NOT enrolled in both Medicare Parts A & B, or are enrolled in Part A only, you will be limited to the Blue Cross Traditional Plan and your claims will be paid as though you have Medicare Part B. In other words, you will be responsible to pay the part of the claim that Medicare would have paid.

What you need to know:

GM is contracted with SSDC, Medicare experts, who will assist you in enrolling in Medicare, and if needed, SSDC will complete the Social Security required form known as the “L564 form”. Completion of the L564 form will help you avoid late enrollment penalty fees for your Medicare Part B coverage.

Take Action:

  1. It is important that you contact SSDC and request completion of the L564 form. You will need to provide SSDC with your planned retirement date. If your retirement is planned to be sooner than 60 days, contact SSDC immediately.

When completed, SSDC will securely fax, or email the completed L564 form to your residence. You may also choose to have the form mailed.

  1. After calling SSDC, contact your local Social Security Administration office to make an appointment to enroll in Medicare Parts A & B. Make this appointment for approximately 7-10 days later to allow time for SSDC to deliver your completed L564 form.
  2. When you visit the Social Security Administration office, be sure to complete your Medicare Part A & B application to indicate your effective date of coverage to be the same as your retirement date, or any other future date.
  3. Be sure to take your completed L564 form with you to your appointment with the Social Security Administrator.

If for any reason your Medicare coverage is either delayed or denied for the effective date that you requested at the Social Security Administration office, you need to call your Local Union Benefit Representative (UBR). If you are retiring as a UAW represented GM employee, your UBR will contact the UAW Retiree Medical Benefits Trust on your behalf.

GM Hourly Placement Process

Here is a simple overview of the process General Motors uses to fill openings within one of its UAW represented facilities.

The full language can be found  under Appendix A of the UAW/GM National Agreement.

When GM identifies they have open positions at a given facility, that facility submits a requisition for people.

Once that request is approved by Senior GM Management, the National Employee Placement Center (NEPC), runs a Roster of the UAW/GM members who have submitted an application for transfer to that facility.

The NEPC then extends job placement offers, in Seniority Order, following the process and flowchart contained in Appendix A.

Members retaining recall rights receive the first offers, followed by eligible members in the Area Hire and Extended Area Hire of the hiring facility, again, following the process and flowchart sequence contained in Appendix A.

If after following the steps in Appendix A, there are openings still remaining, GM follows their hiring policy.

The first step of the hiring policy is conversion of Temporaries in that facility to permanent.

If openings still remain, GM then goes to that facilities pool of applicants who have successfully passed testing through a company called DDI.

DDI is a company GM has contracted to conduct all of their potential employee testing.

Currently, in many locations, GM is canvassing for Referrals into a pool of people for testing by DDI.

The company has not hired anyone into UAW/GM permanent positions following any other process.
